The Deacon Syndicate provides qualified operations specialists to perform Federal Technical Surveillance Countermeasures (TSCM) support to Federal, State, Local and private clients.

TSCM are techniques and measures used to detect, isolate, neutralize and/or exploit nefarious technical surveillance devices built and emplaced to access classified or controlled information without authorization. 

Through the TSCM survey process, physical and technical vulnerabilities are identified and reported to Federal (DoD, DoE, FBI, et al.) stakeholders. TSCM professionals use specialized equipment and techniques to sweep an area for hidden cameras, microphones, tracking devices, and other nefarious covert (analog or digital) surveillance tools.

TSCM is a critical component of our nation's security apparatus, helping to protect sensitive communications and classified information.

3. POLICY. It is DoD policy that:
  a. TSCM will be conducted to detect, neutralize, and exploit technical surveillance and associated devices, technologies, and hazards that facilitate the unauthorized or inadvertent access to or removal of DoD information in accordance with Reference (c).
  b. Only DoD personnel who have successfully completed approved TSCM training will conduct TSCM. (See Enclosure 2, para. 3.DIA Director..., line. l. ..."Interagency Training Center (ITC), establishes TSCM training standards and practices")

  TSCM requirements are often missed or ignored based on the lack of knowledge of these requirements as set out by the DIA Director in DoDI 5240.05 (April 2014, Change 2, Effective August 2020) above. It is a difficult standard for most DoD offices and DoD Contract companies to meet with a very limited number of ITC qualified "TSCM'ers" available. As “ITC” Federally qualified TSCM professionals, The Deacon Syndicate will assist your agency or company in understanding and satisfying the DoDI 5240.05 requirements as needed.
